Vigilance dept. spill the beans on MGNREGA scam
Bhubaneswar: The State Anti-corruption department on Tuesday blew the lid off the MGNREGA scam with D.G. Vigilance Anup Pattnaik’s admission to the fact that there have been severe financial irregularities in the Centre-funded scheme.
An inquiry conducted by the department from 2006 till October 2007 revealed gross misappropriation of funds allocated under the scheme. Inquiry reports have further added that officials from high rank to sarpanch were involved in the multi-crore scam.
“There have been gross irregularities in the scam. They have executed works through contractors which is detrimental to the scheme. We have informed the government about this,” DG Vigilance Anup Pattnaik said.
The Vigilance sleuths have also registered 33 cases and have filed 21 charge-sheets in this regard. This apart, the department has booked eight criminal cases on charges of accepting bribes and sent 10 such cases for departmental inquiry. The anti-corruption department has also forwarded the report to the State Panchayatiraj Department.
As per reports, the vigilance sleuths have unearthed massive corruption in the implementation of the MGNREGA scheme that includes providing people with job cards, asking the beneficiaries for bribes during the sanction of cheques and cash.
The department has also pointed towards the involvement of the DRDA project directors, junior engineers, assistant engineers and sarpanchs in the diversion of funds.
This apart, the officials have also unearthed information about not following the instructions of the scheme and using machines instead of manpower and irregularities in maintaining government records.
Meanwhile, the Centre has urged to hold discussions with the state. “The Centre has also expressed its interests to have discussions with us. We will also discuss the matter with the Centre before filing the affidavit in the Supreme Court,” Panchayatiraj Minister Prafulla Samal said.
However, the state government is expected to file the affidavit by January 6 next year.
